Yeah. Sometimes, it does happen, but I think most of the time people are alone when they die, or they can't speak, or they're so screwed up on painkillers and illness that they can't figure out what to say, or a whole number of other factors. But people always expect there to be a worthy last speech, so where there isn't, it's probably painful for some.
