And right they (and you) are, I totally agree :)
Watari grew on me in time, even though there's so little information out on him. Recently I've read a doujinshi which features some of the cutest interaction between Watari and L, over cake and whipped cream, and then with L sleeping near Watari on the couch :) He's definitely the paternal figure in L's life, or so I imagine.
